Annotation:Differences between countries in these columns reflect in part the fact that the average age of graduation varies across countries. For instance, in some countries a smaller share of 15-19 year-olds attain upper secondary education simply because graduation typically occurs at 19. This means that the denominator in the ratio for the reported columns will be smaller than those for which graduation occurs at an earlier age.
